Morocco’s education system includes preschool, primary, secondary and university education. Government efforts to improve the availability of education services have increased access to all levels of education. The Moroccan education system comprises a six-year primary cycle, a three-year college secondary cycle, a three-year qualifying secondary cycle and higher education. It is placed under the Ministry of National Education, Higher Education, Management Training and Scientific Research (MEN).

The Ministry of National Education decentralized its services to the regions created in 1999 when the 72 provinces were merged into 16 regional administrative entities. Then, the responsibility for the delivery of education services was slowly transferred to the regional level. This decentralization process will ensure that education programs meet regional needs while ensuring local budget management. Each region has a “regional education and training academy” (AREF) with a regional director who oversees the region’s provincial delegates. The regional academies are also responsible for developing 30% of the program to adapt to local needs. The central administration of MEN continues to manage the remaining 70% 16.
